Elena Villanueva is a lawyer specializing in Administrative and Regulatory Law, with extensive experience in administrative litigation.

With twenty years of professional experience, she provides legal advice and representation in all types of administrative and contentious-administrative proceedings at all levels, defining and implementing legal strategies aimed at protecting business interests against administrative and regulatory actions of particular impact. Her experience combines solid technical specialization in Administrative and Regulatory Law, extensive procedural practice, and a deep understanding of the functioning of Public Administrations and regulated markets.

Her professional activity includes, among other areas, public procurement at all stages of the contractual cycle; administrative procedures related to authorizations, licenses, concessions, subsidies, urban planning, patrimonial liability of Public Administrations, and sanctioning power; the direction and defense of contentious-administrative proceedings before all jurisdictional instances; and advice on regulatory matters and issues of particular legal-administrative complexity.

She has extensive experience in advising and defending companies belonging to various economic sectors, having participated in projects and litigation of particular relevance in the pharmaceutical, healthcare, energy, industrial, technological, infrastructure and construction, as well as port and nautical fields.

She holds a Law Degree (Legal-Community Specialization) from Universidad San Pablo CEU, specializing in legal procedures and corporate governance.

She has complemented her education by preparing for competitive examinations for the State Lawyers Corps, including a Postgraduate Degree in Boards of Directors from the International University of La Rioja (UNIR).
